1. Formal Research/Reports
Formal research was conducted and reports written in recent years mainly by two organizations - Southern Tier West and St. Bonaventure. Copies of these documents can be provided to the WIB upon request.
- 1999 Southern Tier West Workforce Cluster Strategy Project Survey Report focused on two main purposes:
- what types of persons are being hired
- what skill and education levels these persons possess.

8/01/99 St. Bonaventure “One Stop Implementation Study” covers the seven principles of the development of the One Stop System, which are:
- streamlining services through better integration at the street level,
- empowering individuals in several ways including the use of Individual Training Accounts
- universal access to the One-Stop System and core employment-related services,
- increased accountability,
- a strong role for local workforce investment boards and the private sector
- state and local flexibility, and
- improved youth programs.

12/16/99 Southern Tier West Workforce Investment Subcommittee focused on two main points:
- to gain a broad understanding of area employer hiring and training needs, and
- to gain insight into what potential job seeker’s employment needs

2000 Southern Tier West Regional Economic Development Strategy Plan determined the top strategic economic development priorities.
- Achieve and maintain a balance between natural resources/environment and economic development.
- Target industry clusters.
- Target infrastructure development.
- Encourage a more positive regional attitude.
- Enhance and upgrade transportation networks.
- Target demand side workforce training.
