Under the Workforce Investment Act, which implementation began July 1, 2000, Workforce Investment Areas, such as the Cattaraugus-Allegany Area, were charged with the development and coordination of a set of business services accessible from One-Stop Centers, as provided by one or more Partners
in the local Workforce Development System.
Certain of those services are considered "core" services, available to all Area business without cost, such as use of the Department of Labor Job Bank and Talent Bank or access to local labor market information. Other, more labor-intensive business services, such skills and aptitude testing, may be provided free of charge or for a reasonable fee. In addition, there are limited Workforce Investment Act funds to offset the costs of OJT (on-the-job training) and/or customized training for employed individuals who need skill upgrades in order to perform required job functions or to advance on the business’s career ladder. The Workforce Investment Board Office processes these requests for WIA funds and also uses this and other skills shortage information to determine the need to pursue Partner, grant or other resources to meet local business needs.
